An improved Governance Architecture
The Resolution of the Council of Ministers No. 210/2024, of 30 December, approves the fourth phase of Portugal’s international partnerships with Carnegie Mellon University (CMU Portugal), the Massachusetts Institute of Technology (MIT Portugal), the University of Texas at Austin (UT Austin Portugal), and the University of California, Berkeley.
This decision reflects the commitment of the Portuguese 24th Constitutional Government to strengthening excellence and internationalization in higher education, as well as the development of Portugal’s science, technology, and innovation ecosystem.
The fourth phase, running from 2025 to 2030, represents a total multiannual investment of €93.4 million, aimed at maximizing the impact and return of these strategic collaborations.
Following independent evaluations and recommendations from international experts, a new governance model has been introduced. The model is based on four key principles:
Strategic alignment with Portugal’s national priorities in science, technology, innovation, and industry
Transparency and equal opportunities for participation by institutions, researchers, and companies
Accountability, ensured through regular joint monitoring of the partnerships
Cross-government engagement, involving multiple governmental sectors
This renewed governance framework is designed to strengthen coordination, improve oversight, and enhance the impact of Portugal’s international university partnerships.
This framework is not yet fully implemented. The information on this page reflects the current stage of its implementation within the scope of the UT Austin Portugal Program.

She held scientific and academic coordination and management positions at the University of Minho, having directed the Center for Biological Engineering and actively participated in collegiate bodies, namely the School Council and the Scientific Council of the School of Engineering. Between 2007 and 2009, she was director of the installation committee of the UMinho Agency for Energy and the Environment, an institutional initiative.
Her scientific activity focuses mainly on the area of Environmental Biotechnology, with a special focus on biotechnological processes associated with the production and consumption of gases. She has participated as a principal investigator, co-investigator, or team member in multiple research projects funded by national and European programs. She has developed collaborations with international research networks and has been a member of scientific evaluation committees for several international agencies, such as the Helmholtz Association (Germany) and the European Research Council (ERC), of which she has been a panel member since 2021.
He has undertaken several medium- and long-term research stays at internationally renowned institutions, including the J. Craig Venter Institute (USA), the Environmental Change Institute in Galway (Ireland), and Wageningen University (Netherlands).
She founded a spin-off of the University of Minho in the field of Environmental Biotechnology, serving as scientific director between 2007 and 2014. This business initiative became part of an industrial group with international operations, resulting from the valorization of knowledge generated in pioneering R&D projects that she led.
Between January 2021 and March 2022, he was a member of the Board of the International Iberian Nanotechnology Institute (INL), appointed by the Minister of Science, Technology, and Higher Education. He subsequently assumed the Presidency of that Board between July 2022 and December 2023, transitioning to the Vice-Presidency, which he currently holds.
She is a full member of the Academy of Engineering, the Advisory Board of the Viana do Castelo District Delegation of SEDES, and the Advisory Board of COTEC Portugal. She has been honored with several awards and recognitions, including the 2004 Lettinga Award, given by a consortium of Dutch environmental technology companies, and the 2005 BES Innovation Award. In 2009, she was awarded an honorary doctorate by the Technical University of Iași (Romania) and also received honorary distinctions from the Municipal Councils of Viana do Castelo and Braga.

Dr. Gardner also leads UT Austin’s Research Development group, which provides competitive intelligence and strategic proposal development support to research teams pursuing major external funding opportunities.
She holds an undergraduate degree in chemistry, with a minor in English, from Penn State University, and a Ph.D. in analytical chemistry from The University of Texas at Austin. Prior to returning to UT Austin, she served as a research-track faculty member at the UT Health Science Center in Houston.
Before joining the Office of the Vice President for Research, Scholarship and Creative Endeavors, Dr. Gardner founded and directed the College of Natural Sciences’ Strategic Research Initiatives team. She has also served on the Board of Directors of the National Organization of Research Development Professionals (NORDP) and was an inaugural recipient of the organization’s Rising Star Award.

Professor Bonnecaze’s research focuses on the discovery and understanding of fundamental phenomena governing complex fluids and materials processing flows, and on applying this knowledge to the modeling, design, and optimization of industrial and natural processes. His work integrates experimental, computational, and theoretical approaches, many of which have been developed within his research group.
His current research interests include the rheology, memory, and aging of soft-particle pastes; suspension transport; microrheology and biomechanics of cancer cells; immersion and imprint lithography; flow, reaction, and transport in porous media; and the theoretical design of polymer barrier materials.
Professor Bonnecaze has received numerous awards recognizing both his research excellence and his contributions to engineering education and leadership. He is a Fellow of the American Physical Society and has held visiting professorships and distinguished lectureships at leading institutions worldwide.
As UT Austin’s representative on the Program Board of the UT Austin Portugal Program (Phase 4), Professor Bonnecaze contributes strategic oversight to the partnership, supporting its mission to advance high-impact, transatlantic research collaboration.

He is co-director of the UT Austin Portugal Program, director of the Minho Advanced Computing Centre, and board member of the EuroHPC JU and Irish Centre for High-End Computing. He was a member of the INESC TEC Board of Directors (2012-2024) and director of the High-Assurance Software Laboratory (University of Minho and INESC TEC, 2010-2015).
Oliveira received his PhD in 2000 from the École Polytechnique Fédérale de Lausanne. His main research contributions have been in the fields of fault-tolerant and large-scale distributed systems, as well as the conception, development, and assessment of dependable and scalable database systems.
Rui Oliveira has been involved in several research and innovation projects, coordinating the FP6 GORDA, ESCADA, StrongRep, Stratus, H2020 SafeCloud, and STAYWAY COVID projects. He has published over 100 research papers on fault-tolerant and large-scale distributed systems. He co-founded three start-up companies.
Oliveira has served on the program committee of several highly reputed conferences. He has chaired the IFIP DAIS and IEEE SRDS technical program committees and served as general chair for both IEEE SRDS and ACM Eurosys conferences. He chairs the IEEE SRDS Steering Committee and has served on the Steering Committees of ACM Eurosys, ACM/IFIP/USENIX Middleware and IFIP DAIS conferences, the Atlantic International Research Centre (AIR Centre), and the Collaborations to Enable Transnational Cyberinfrastructure Applications (CENTRA).

Prof. André earned her Ph.D. in Physics (2002) and Agregação in Physics (2012) from the University of Aveiro. Since 2019, she has also served as Director of the Doctoral Program in Physics Engineering and as a member of the University’s General Board.
Her scientific work spans nanotechnologies, photonics, and optoelectronic materials, with over 380 SCI-indexed publications and more than 12,000 citations (h-index 57). Her research focuses on sol-gel-derived hybrid materials, lanthanide-doped nanostructures, and semiconductor nanoparticles for applications in photonics, optoelectronics, and sustainable energy systems.
Prof. André has supervised dozens of Ph.D. and postdoctoral researchers and has led numerous collaborative projects at the interface of materials science and applied physics. Within the Program’s Phase IV, she will contribute to strengthening Portuguese leadership in nanotechnologies and semiconductors and fostering deeper scientific collaboration between Portugal and The University of Texas at Austin.

In 2015, Andreia took over the coordination of a range of advisory and partnership services to help innovative European SMEs go international under the EU project Enterprise Europe Network at Inesc Tec. Highly supported by the European Commission, this is the world’s largest support network for small and medium-sized enterprises (SMEs) with global ambitions.
Between 2016 and 2018, Andreia was also the representative of the Portuguese consortium in the Enterprise Europe Network’s Sector Group for the Automotive, Transport, and Logistics. Andreia started working as the Executive Director of the UT Austin Portugal Program in early 2019.
Andreia has a degree in European Studies (2001-2005) and a Master’s degree in Sociology (2006-2008), both received from the Faculty of Arts of the University of Porto. She participated in several training programs in the areas of innovation management, entrepreneurship, and business processes management.

As an entrepreneur, Marco has co-founded three companies, with one successful exit, and a business angel fund, and actively mentored 200+ technology startups and entrepreneurs from multiple countries. His expertise focuses on entrepreneurial wealth creation, international innovation, and global technology commercialization.

Her previous experience includes working in international education and education abroad at The University of Texas at Austin, St. Edward’s University, and the University of North Texas, as well as a specialized grant-funded Arabic language learning programs at UT Austin.
She earned a Bachelor of Arts degree in International Studies at Texas A&M University, and a Master of Education in Higher Education Administration of The University of Texas at Austin. A keen traveler, she studied abroad in France, Italy, Germany, and Spain while at Texas A&M working on her thesis regarding the expansion of the European Union. Her love of travel and exploring led to her work with students and faculty planning their own education abroad experiences around the world.
